Combine finely chopped garlic and salt in small bowl; mash into a paste. Combine water, garlic paste and butter in saucepan over medium heat; bring to a boil. Add flour, stirring quickly into a mass. Remove from heat. Add eggs, 1 at a time, being certain to fully incorporate each one. Form dough into small bite-sized mounds and deep-fry at about 370 F until golden brown. Drain on a towel. Cut each fritter in half. Combine sour cream, Parmesan, minced garlic and tarragon in small bowl. Spread 1/2 teaspoon of sour cream mixture on half of each fritter; top with other half. |
